Calling Expressions of Interest for the services of a Consultant for

NBRO RESEARCH AND DEVELOPMENT PROGRAMME 2018

National Building Research Organisation invites expression of interest from Engineers/Scientists suitably qualified and having proven experience to fulfill following tasks;

1.     Formulation of rainfall threshold values for landslide hazard based on regional parameters

2.     Investigation on geotechnical guidelines for high-rise buildings and preparation of monitoring plans

3.     Designing a model for transitional shelters for disaster affected communities

4.     Advising specialized geotechnical projects

Interested consultants should submit their interest with CV as per the Terms of Reference and provide information on their qualification and experience. The experiences of similar assignment completed in the past would be an added qualification.

Tasks:

4.     Advising specialized geotechnical projects

 

Background

National Building Research Organisation (NBRO) has been actively engaged in landslide risk reduction activities in the country for more than 30 years. With the increasing effect of climate change impacts, Sri Lanka now frequently experiences extreme weather conditions that result in heavy localized rainfall. Therefore, it is necessary to improve the real time landslide early warning using regional scale rainfall threshold values to increase the accuracy and minimize the loss of lives and damage to property. Presently, NBRO issues early warnings when rainfall intensities read by automated rain gauge network system reach threshold values pre-defined for the country. When deciding rainfall threshold values for a particular region, it is important to consider parameters such as soil properties in that region. It is then possible to carry out numerical simulations catchment-wise and regional-wise to compute suitable threshold values.

In building projects that involve large floor areas or high-rise construction, NBRO assesses impacts of the proposed development on adjacent properties and issues necessary clearance. Such assessment could benefit the developers as well as the inhabitants living in adjacent buildings and ensure a safer living environment. It has become therefore necessary to revisit procedures that NBRO adopts and improve geotechnical guidelines and preparation of monitoring plans for such works.

Post-disaster emergency shelters are often provided governmental and non-governmental organizations. Such shelters include tents, pre-fabricated buildings or buildings such as temples, churches or schools. These shelters may be inhabited for the entire duration of the reconstruction process and hence, should be considered more as settlements rather than temporary shelter, and need planning considering many factors. NBRO proposes designing a model for transitional shelters for disaster-affected communities.

The services of a consultant are needed to assist NBRO to carry out the above-mentioned tasks to create a disaster resilient built environment in the country.

Responsibilities of the Consultant

  1. Guide and assist NBRO staff in the formulation rainfall threshold values for landslide hazard based on regional parameters,
  2. Guide and assist NBRO staff in the investigation on geotechnical guidelines for highrise buildings and preparation of monitoring plans,
  3. Guide and assist NBRO staff in the designing a model for transitional shelters for disaster affected communities,
  4. Present at the NBRO three days per week,
  5. Participate in the relevant field visits, and
  6. Submit relevant reports on above studies to NBRO.

Deliverables expected from the Consultant

The following deliverables are expected from the Consultant in this assignment:

Reports should be submitted to NBRO on the following findings

  1. Formulation of rainfall threshold values for landslide hazard based on regional parameters.
  2. Investigation on geotechnical guidelines for high-rise buildings and preparation of monitoring plans.  
  3. Designing a model for transitional shelters for disaster affected communities

Timeline

The consultancy period will be until 31st December 2018. Consultant should submit the above-mentioned reports within two weeks after the completion of above tasks.

 

Responsibilities of NBRO

NBRO will provide testing facilities required for above assessments and transportation to the consultant for field visits.

Payment

The consultant will be paid monthly allowance of Rs 150,000.00.
